I think that's what can be expected, your screen is based on the jpg created in camera so if your screen shows burnt highlights they will be in the jpg as well. Question is if the raw also has burnt highlights, only way to find that out is with a program like rawdigger that shows the raw saturation of every colour channel.

Just speculating, have you set a very high contrast in your creative style? If yes that might explain that you still get burnt highlights in the jpg with dark scenes.
