It looks like a railway turntable? With the tracks leading up to it grown over?

Exactly, it's a leftover of an abandoned railway turntable of a former train yard / depot. Nowadays this "lost place" is used as an ecological compensation area, so most of the tracks are removed there, few still left but overgrown meanwhile.
