The rocks? They are a sea defence system at Sidmouth. The put them there about 10 - 15 years ago after some pretty destructive storms. They were met with allot of objection at first, people who live there and rely on tourism thought that they would be a complete eyesore but they have weathered fairly well and people are used to them now :)

I meant the asymmetrical metal things sticking up at the end of the concrete pier, and the other one in the middle of the pile of rocks.

Ah, they are markers/beacons. The one at the end of the pier is the harbour marker and the others were to keep them in-line with pre-existing ones.
