The sensor read-out speed of the A7Rv electronic shutter is 1/15th of a second. So considerably longer than the 1/500th of a second shutter time. Since it takes 1/15th of a second to read from the first to the last lines of the sensor a slight swaying of the camera results in this "swinging" building, which is obviously enhanced by the long focal length.
