Cutters like frigates have their roots in the days of sail, but the term is also applied to motor driven boats/ships. The modern pilot cutter is the boat that takes pilots to or from the ship they are helping negotiate the approaches to a port. I guess all pilot cutters are pilot boats, but am less sure whether all pilot boats are pilot cutters. I suspect Hezu would be happy with any pilot boat.
