It is a mount cutter. The silver rule behind the OWL has a ridge along its length and the cutter runs along it. It is angled at 45 degrees so that when you cut the hole in card to mount a photo it produces a nice chamfered edge.

If you look at the black stereo card I was experimenting with the cutter to give the left and right openings a bit of style.

They are available from good craft type outlets. Here is an example of one on Amazon.

I used to print and mount my photos for club competitions. Not so much now though
