You perfectly sum up my feelings about 28mm.
Like I said, YMMV. But, if I perfectly summed up your feelings on the 28mm, that means: if you want something moderately wide you find 28mm too wide and if you want something wide it is not wide enough. So, you're 24mm and 35mm where I am 20mm and 28mm.

I think I would like a full-frame prime between 28 and 35 mm -- maybe since the FE 2/28 seems a bit too wide. The Tamron 35 F2.8 OSD that I am keeping is the widest 35 I've tried. Some of the APS-C primes in that range almost cover full-frame but not well enough, though I haven't tried the current Sigma Art prime.
