The Culminar's design goes probably back to the 1940s - more on Steinheil lenses you can find here and here. The lens has a couple of advantages, outstanding are: a very round aperture (due to 16 blades) and quite nice bokeh, relatively small MFD (ca. 120 cm) - and between 2m and infinity there is more than half a turn for focussing - the lens behaves at the infinity end as a macro lens behaves at close distance - you can turn and turn and the image still gets sharper and sharper. The head of the lens can be unscrewed and used with a bellows for macro exposures.
